The support staff can now easily find out spammers with an admin tool and block the twitter user displaying the message "This account is currently suspended and is being investigated due to strange activity".

The support staff will include personnel dedicated to finding spam accounts and blocking them. Also, when more and more users start blocking a spammer from following them, it’ll let the twitter guys find out the spam account easily.
